Dmitry Chernyshenko Holds Working Meeting with Vietnam's Ambassador Extraordinary and Plenipotentiary to Russia Dang Minh Khoi

11 March 2026

Deputy Prime Minister of Russia Dmitry Chernyshenko held a working meeting with the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to the Russian Federation, Dang Minh Khoi. The meeting covered cooperation in the energy sector, the financial sector, tourism, and education.

"The past year was a landmark one for Russia and Vietnam: we marked the 75th anniversary of the establishment of diplomatic relations. We reaffirm our commitment to implementing the agreements reached with Vietnam's leadership. We are pleased to note the close contacts at the level of ministries and agencies. By the end of 2025, bilateral trade between Russia and Vietnam grew by 5.7%. Both Russian exports to Vietnam and Vietnamese imports into Russia increased. We note record exports to Vietnam of compound fertilizers and pork, as well as growth in deliveries of ferrous metals and potash fertilizers to the Vietnamese market," the Russian Deputy Prime Minister said.

Dmitry Chernyshenko described Vietnam as a longstanding partner of Russia in the tourism sector and one of the most popular holiday destinations for Russian citizens: "We are seeing a dramatic increase in Russian tourist flows to your country. Over the course of the year, Russia rose to fifth place among foreign countries by number of tourist trips to Vietnam — a 197% increase compared to 2024. We are also recording a figure nearly 7% above the pre-pandemic level of 2019."

According to Rosstat [Russia's federal statistics agency], Vietnamese citizens made 26,000 tourist trips to Russia in 2024 and 35,300 trips in 2025.

According to Vietnamese statistics, the Russian tourist flow nearly tripled, reaching 690,000 people.

The expansion of flight routes between the two countries has had a positive effect on tourism development. Last year, through joint efforts, an additional 31 flights were launched across 15 new routes to the Vietnamese cities of Nha Trang, Hanoi, Ho Chi Minh City, and the island of Phu Quoc.

"We are gradually simplifying the visa regime. Over the two and a half years that the electronic visa to Russia has been in operation, approximately 16,000 Vietnamese nationals have used it. Seeing the growing demand among foreign citizens, we extended the permitted length of stay in the country from 16 to 30 days last year," the Deputy Prime Minister said.

The two sides are working on concluding an intergovernmental agreement on visa-free group tourist travel.

The Deputy Prime Minister of Russia welcomed the participation of 11 Vietnamese companies in the International Exhibition of Tourism and the Hospitality Industry [MITT], which is being held in Moscow from 11 to 13 March.

In closing, Dmitry Chernyshenko and Dang Minh Khoi discussed the possibility of convening the Russian-Vietnamese Intergovernmental Commission on Trade and Economic Cooperation in the second half of 2026.
