Strategic session
Background
A strategic session was held on 16 February and was led by Prime Minister Mikhail Mishustin. The session focused on regulation of Russia’s platform economy and brought together officials involved in setting policy for that sector. Following the meeting, Mishustin issued instructions to several ministries to prepare regulatory proposals.
The event took place in the context of Russia’s efforts to define rules for the rapidly developing platform economy, including areas such as consumer data protection, competition, and food delivery services. It mattered because it marked a coordinated government effort to address how digital platforms should be governed across different parts of the economy. The session also indicated that the subject had reached the level of prime ministerial oversight.
The main follow-up was a requirement for ministries to develop proposals by September. Another strategic session was planned before 1 September to review platformization practices and consider sector-by-sector regulation. As a result, the February session became an early step in a broader policy process that was expected to continue beyond the initial meeting.
