Background

The 1988 Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances is an international treaty designed to strengthen cooperation against drug trafficking and related criminal activity. It applies to states that become parties to it and creates obligations on matters such as criminalization, extradition, mutual legal assistance, and control of precursor chemicals used in the illicit manufacture of drugs. In practice, it is one of the core global legal instruments used by governments and international bodies to coordinate action against the illegal drug trade.

Adopted under the auspices of the United Nations in 1988, the convention entered into force in 1990 after receiving the required number of ratifications. It was negotiated in response to the growth of transnational narcotics trafficking during the 1980s, including the expansion of organized criminal networks and the increasing use of chemical precursors in drug production. The treaty complemented earlier UN drug control agreements by focusing more directly on enforcement, international cooperation, and the disruption of supply chains.

Its practical impact has been to provide a legal framework for harmonizing national laws and improving cross-border cooperation in drug enforcement. One notable feature is Article 12, which addresses the monitoring and control of chemicals frequently used to manufacture narcotic drugs and psychotropic substances, making it relevant to current debates over precursors such as those linked to synthetic drugs. The convention also helped shift the global response from treating drug control mainly as a public health and regulatory matter toward a broader international criminal enforcement framework.
