Background
The Road Map for the Development of Cooperation among the Three Organizations for 2026–2028 is a multilateral legal instrument designed to coordinate joint work between the Commonwealth of Independent States, the Collective Security Treaty Organization, and the Shanghai Cooperation Organization. It sets out areas of cooperation for the three regional bodies and provides a framework for their interaction over the 2026–2028 period. The document was signed on 3 September 2025 in Beijing by the secretaries-general of the CIS, CSTO, and SCO. Its adoption reflects continued institutional cooperation among the three organizations in Eurasian security and policy affairs, including issues linked to transnational threats and regional coordination.
