Gosuslugi
Background
Gosuslugi is the Russian government’s unified digital portal for state and municipal services, formally known as the Federal State Information System “Unified Portal of State and Municipal Services (Functions).” Established in 2011, it provides individuals and legal entities with online access to information on public services, as well as electronic application forms and related service functions. The platform covers services connected to state and municipal institutions across the Russian Federation and also includes information on state functions related to control and supervision.
The portal operates as a federal information system under the Russian state and serves as a central access point for interacting with public authorities online. Its services are linked to specific regions, and the availability and conditions of each service depend on the location where the request is made. In practice, Gosuslugi functions as part of the state’s digital infrastructure for public administration, enabling users to submit requests, receive information, and manage service-related processes through a single platform. By December 30, 2020, it had registered 126 million users in Russia.
Created in 2011, Gosuslugi was developed to expand electronic access to government services and reduce the need for in-person administrative procedures. Its role has continued to grow as Russian public services have become more dependent on digital registration and account-based access. Recent article coverage indicates that the portal is also used for participation in national programs, including registration for GTO testing and tracking results in a personal account. This places Gosuslugi not only as a service directory, but also as an operational platform used in state programs and civic administration.
