Background
The Government of the Russian Federation is the highest federal executive body of the Russian state. It is responsible for carrying out executive power, including preparing and enforcing the federal budget and implementing state policies across economic, social, cultural, and administrative areas. Although it does not pass laws, it issues federal by-laws and resolutions on the basis of laws adopted by the Federal Assembly, making it a central institution in the operation of the federal system.
In the constitutional order, the government is defined by Chapter 6 of the Constitution of the Russian Federation and by the federal constitutional law “On the Government of the Russian Federation.” It is accountable to the president and controlled by the State Duma, while the president appoints the prime minister. The government is headed by the prime minister, with Mikhail Mishustin serving in that role, and it operates through ministries and other executive bodies that carry out sector-specific policy and administrative functions.
Modern arrangements for the federal executive branch emerged after the post-Soviet constitutional changes, which clarified that the president is not formally part of the government even though the president remains central to executive leadership and government formation. The government has undergone several recent transitions, including resignations and approvals in 2020 and again in May 2024 following the presidential inauguration. Recent publicly reported activity has included instructions on regulating the platform economy, support measures in agriculture, financial sovereignty indicators, and administrative decisions such as Government Order No. 434-r, reflecting its continuing role in economic management and policy coordination.
