Pervye Movement
Background
Pervye Movement is a state-sponsored Russian youth organization established in 2022. It operates nationwide and is intended to support work with children and adolescents through educational, civic, and patriotic activities. The organization is part of the broader system of youth policy in the Russian Federation, where it serves as a formal channel for state-supported engagement with young people.
The movement functions within Russia’s state education and youth administration framework and works in coordination with the Ministry of Education and other public institutions. Its activities are organized through a centralized structure, with programs implemented across regions through local branches and affiliated participants. In public reporting, the organization is linked to school-based and extracurricular initiatives rather than to commercial activity, and its role is connected to nationwide policy efforts directed at youth development and social participation.
Created in 2022, the movement reflects a broader state effort to build new nationwide youth institutions. Since its establishment, it has been associated with education-related projects and initiatives intended to shape historical memory, civic instruction, and organized youth participation. In March 2026, Education Minister Sergei Kravtsov said the ministry was working with the movement on the “No Statute of Limitations” project, indicating its continued involvement in federal educational and commemorative programs.
