Background

The State Duma Committee on Sports is a standing committee of the State Duma, the lower chamber of Russia’s Federal Assembly, responsible for legislative work in the field of physical culture and sport. It reviews draft laws, amendments, and oversight matters related to sports policy, including questions of state support for athletic development, sporting infrastructure, and the legal framework governing participation in sport. As part of the parliamentary process, the committee helps shape federal legislation that affects public health, youth engagement, elite competition, and the organization of sporting institutions.

Within the State Duma, the committee functions as one of the specialized bodies through which deputies divide policy work by sector. Its membership is drawn from elected deputies and its leadership is selected from among them, with the chair and other officers organizing hearings, drafting proposals, and coordinating consultations with ministries, federations, and expert groups. In the Russian state apparatus, the committee operates alongside the executive branch and related agencies, serving as a legislative interface for issues that involve both public administration and the sports sector.

The committee’s work has taken place in a period when Russian authorities have linked sport more closely with broader social and educational policy. Recent discussion has included proposals to expand the national GTO fitness program and to integrate new activities such as drone racing into its framework, reflecting interest in adapting state sports policy to emerging forms of physical activity. In this context, the committee remains relevant as a parliamentary venue for translating government priorities into law and for considering how sport policy intersects with youth development, qualifications, and incentives.
