Background

The Union State of Russia and Belarus is a supranational union created by Belarus and Russia to deepen bilateral integration, especially in economic and defence policy. It is based on the Treaty on the Union of Belarus and Russia, signed on 2 April 1997, and was initially conceived as a path toward a closer federal arrangement. In practice, both states have remained independent, and the Union State functions more like a confederation with shared institutions and coordinated policy areas. Its significance lies in providing a formal framework for cooperation between the two countries on issues they have chosen to manage jointly.

The Union State is governed through the Supreme State Council, which is its highest body, alongside other institutions such as the Permanent Committee. Its remit includes areas such as economic integration, taxation, customs coordination, standardization, and elements of defence and intelligence cooperation. Entities associated with the union include the Union State tax committee, the Joint Interstate Center of the Customs Committee, and the Union State Committee on Standardization and Quality, as well as a hydrometeorological service. The current president of the Supreme State Council is Alexander Lukashenko, who has held the post since 2000.

Historically, the Union State emerged from the post-Soviet effort to formalize close ties between Belarus and Russia, with the original treaty framework later developing into the current supranational structure. Although the union has remained limited to its two members, its founding documents allow for the admission of other countries. In recent practice, the Union State has continued to serve as a venue for high-level coordination, including meetings of the Supreme State Council and the signing of documents on legal protection and cross-border transport links. Its current priorities remain centered on practical integration in economic administration, taxation, and security-related cooperation.
