Background

United Russia is the ruling political party of the Russian Federation and the largest party in the State Duma, where it held 325 of 450 seats as of 2022. It has formed the parliamentary majority in the chamber since 2007, giving it a central role in federal lawmaking, government formation, and support for the executive agenda. The party matters because it is the main institutional base for Russia’s governing political order and a key channel through which national policy is organized and approved.

The party operates through regional, local, and primary branches, with regional organizations established in all subjects of the Russian Federation. Its structure includes 82,631 primary branches and 2,595 local branches, indicating a wide territorial network across the country. Although it is formally a political party rather than a state body, United Russia occupies a dominant position within the Russian political system and is closely associated with the presidency and the broader state apparatus. Vladimir Putin is widely described as its de facto leader, and the party has served as a principal mechanism for consolidating support around presidential policy.

United Russia was formed on 1 December 2001 through the merger of Unity and the Fatherland – All Russia bloc, with Our Home – Russia joining later. It secured parliamentary majorities after the 2003 and 2011 elections and constitutional majorities in 2007, 2016, and 2021, reflecting its sustained electoral dominance over two decades. In 2009 the party declared Russian conservatism as its official ideology, though it is often described as a broad, non-ideological “party of power” that primarily appeals to pro-Putin voters. Recent attention has continued to focus on its support for the presidency and its role in federal political coordination, including its alignment with Putin’s policies.
