Background

Igor Ivanovich Sechin is the chief executive officer, president, and chairman of the management board of Rosneft, Russia’s state oil company. In that role, he oversees one of the country’s most important energy firms and remains a significant figure in Russian economic and state affairs. He is widely regarded as a close ally of Vladimir Putin and has long been associated with the intersection of government power, energy policy, and strategic economic management in Russia.

Sechin was born on 7 September 1960. He became a confidant of Putin in the early 1990s and served as chief of staff to Putin when Putin was deputy mayor of St. Petersburg in 1994. After Putin became president in 2000, Sechin became deputy chief of staff, with responsibilities that included oversight of security services and energy issues. In 2004, Putin appointed him chairman of Rosneft, and from 2008 to 2012 he served as deputy prime minister of Russia in Putin’s cabinet.

Sechin has been described as one of Putin’s most conservative advisers and as a leading figure among the Kremlin’s siloviki, the network associated with former security service personnel. His career has been closely tied to Russian energy policy and state control of strategic assets, especially through Rosneft’s role in the oil sector. He has also been subject to sanctions by some foreign governments following the Russian invasion of Ukraine. In Russian public affairs, he is often seen as an influential representative of the country’s political and economic power structure.
