Background
Vitaly Gennadyevich Savelyev is a Russian businessman and politician who has served as Deputy Prime Minister for Transport since May 2024. In that role, he oversees the government portfolio for transport policy and related infrastructure issues, making him a senior figure in Russia’s executive branch. His position places him at the center of decisions affecting aviation, airports, and broader transport planning, areas that are important to the country’s economic and territorial connectivity.
Savelyev was born on 18 January 1954. Before becoming deputy prime minister, he served as Minister of Transport from November 2020 to May 2024, which gave him direct responsibility for federal transport administration. Earlier, from 2009 to 2020, he was chairman and chief executive officer of Aeroflot, Russia’s largest airline, where he led the company for more than a decade. His career therefore combined senior business leadership with successive appointments in the national transport bureaucracy.
He has been associated with Russian aviation policy and state transport planning, including participation in the Federal Air Transport Agency’s annual board meeting in 2026. At that meeting, he said Russia carried 109 million air passengers in 2025 and stated plans to reconstruct at least 75 airports by 2030 under the national transport project. His public role has linked him to the management of airline traffic, airport modernization, and federal transport targets within the Russian government.
