Background

The Luhansk People's Republic is a disputed political entity centered on the city of Luhansk in eastern Ukraine. It was proclaimed in 2014 on territory in Luhansk Oblast after Russian-backed armed groups took control of parts of the region during the unrest that followed Ukraine’s Revolution of Dignity. The entity claimed to be an independent state, although its status was not recognized by United Nations member states prior to 2022. Leonid Pasechnik serves as its head.

Its importance in Russian and international affairs stems from its role in the war in Donbas, which became one part of the broader Russo-Ukrainian war. During the conflict, the LPR was widely treated as a separatist authority backed by Russia, and its existence was tied to disputes over sovereignty, borders, and military control in eastern Ukraine. On 21 February 2022, Russia recognized the LPR and the Donetsk People's Republic as sovereign states, making them central to Moscow’s stated justification for the full-scale invasion of Ukraine that followed three days later.

After the invasion, Russian forces captured most of Luhansk Oblast, and the territory became incorporated into the area claimed by the LPR. In September 2022, Russia announced the annexation of the LPR along with other occupied Ukrainian territories following referendums that were widely regarded as illegal under international law. The United Nations General Assembly subsequently called on states not to recognize the annexation and demanded Russia’s withdrawal, leaving the entity’s status unresolved in international law despite Russia’s claim to have incorporated it.
