Background

Qatar, officially the State of Qatar, is a sovereign country in West Asia located on the Qatar Peninsula on the northeastern coast of the Arabian Peninsula. It borders Saudi Arabia to the south and is otherwise surrounded by the Persian Gulf, with the Gulf of Bahrain separating it from nearby Bahrain. The capital is Doha, which contains more than 80% of the country’s population. Most of the territory consists of flat, low-lying desert, and the state’s small size is offset by its high economic and geopolitical profile.

The country is a hereditary monarchy ruled by the House of Thani, with Emir Tamim bin Hamad Al Thani holding broad executive, legislative, and judicial authority under the Constitution of Qatar. Qatar is an important actor in regional and international affairs because of its large natural gas and oil reserves, its role as a major exporter of liquefied natural gas, and its high-income economy. It is also a member of the Gulf Cooperation Council and has developed influence beyond its size through its media network, Al Jazeera, and its position as a major non-NATO ally of the United States. Qatar’s modern status was shaped by agreements with Britain in the 19th and early 20th centuries, followed by British protectorate status in 1916 and independence in 1971. Since independence, the state has maintained strong central rule under the emir, while recent constitutional practice has included changes to the Consultative Assembly, including the end of partially elected Shura Council seats in 2024. The country has also gained prominence in the 21st century through its financial resources and diplomatic activity, especially during periods of regional upheaval.
