In Donbass and Novorossiya [collective terms used by Russian authorities for the four annexed regions], of the 69 dilapidated apartment buildings [multi-unit residential buildings, abbreviated MKD in Russian] designated for the first phase of relocation, 58 are located in key settlements [опорные населённые пункты — designated priority development towns identified under Russian regional policy]. "Since 2022, the FRT has been participating in the restoration and development of infrastructure and the economy of the reunified regions. With regard to the relocation of residents from dilapidated housing, the Fund reviews and approves regional applications for program implementation and subsequently allocates financing. Under the approved applications for the first phase in 2025–2026, more than 1,000 residents of Donbass and Novorossiya will be relocated. The new residential complex in Sverdlovsk was built by a developer that is a participant in the free economic zone [a special investment regime established by Russian authorities in the annexed regions to attract private investment], of which the Fund also serves as the management company. The courtyard of the ten-story building features public spaces, as well as parking areas and sports facilities," said Vasily Kupyzin, Director General of the FRT.

"The launch of the five-year program for relocating citizens from dilapidated housing is a very important event for the republic. We have never had programs of this kind before. With its launch, we have begun addressing the dilapidated housing problem systematically — a problem inherited from the previous Ukrainian administration. We are still only at the beginning of our major effort to improve the living conditions of the residents of the Luhansk region. It is important that the relocation program will also operate in our other municipalities.
