NPT Review Conference
Background
The 2010 Review Conference for the Treaty on the Non-Proliferation of Nuclear Weapons was held at United Nations Headquarters in New York City from 3 to 28 May 2010. The conference brought together states parties to the treaty under the presidency of Ambassador Libran N. Cabactulan of the Philippines. It opened with remarks from UN Secretary-General Ban Ki-moon, who said that the world still lived under the nuclear shadow.
The meeting served as the regular five-year review of the NPT and provided a forum for governments to assess the treaty’s implementation and future priorities. Delegations considered the treaty’s universality, nuclear disarmament, non-proliferation, safeguards, the peaceful use of nuclear energy, regional disarmament, and the 1995 resolution on the Middle East. The agenda also included questions of treaty withdrawal, the strengthening of the review process, and broader engagement with civil society and disarmament education.
Its significance lay in the fact that it concentrated international attention on the three pillars of the NPT: non-proliferation, disarmament, and peaceful nuclear cooperation. The conference also reflected continuing concern about the durability of the global non-proliferation regime and the political difficulties of advancing disarmament commitments. Later references to a scheduled NPT Review Conference in New York, including discussions involving Russia’s deputy foreign minister and the nominated chair, showed that the review process remained an ongoing diplomatic mechanism for arms control, disarmament, and non-proliferation issues.
